Someone sent me a contract that’s a scan, it’s just images of pages, no selectable text. I tried importing it to change a couple of lines but there’s nothing to edit. Is that expected?

Expected, yes, and the most-asked thing we don’t fully solve yet. A digital PDF carries real text we can pull in and reflow. A scan is just pixels: there’s no text to edit, so it imports as a page image.
Where we’re at: AI conversion can sometimes reconstruct an editable version from a scan, but it’s best-effort and depends on scan quality. Proper OCR for scanned documents is on our list and in progress. For a clean digital PDF, direct import is the way; for a scan, try AI conversion and check the result carefully, or retype the few lines over the page image as a stopgap.
